a smart card as issued by the Trinidad and Tobago government is part of the Social Welfare System. It is like food stamps and has a set amount of money assigned to each card. The people who qualify for the card has to be under a set monthly income and the card can be used at selected supermarkets to "purchase" basic food items..."flour, rice, oil, milk, etc" .
